My guess on the saxophone: they wanted to use "Hip to Be Square" but couldn't afford the licensing and went with generic sax music instead.
My guess is it's supposed to be a metaphor for Michigan being "under water" and now can breathe easier again... except his party's environmental rules have put Michigan's water (and the economy that relies on it) at risk.
Not my idea but at least they didn't use Life in Stereo or whatever the song from Fast Times at Ridgemont high is...
